I made the same. Backup, "install" new nems and restore.
now I'm running nems 1.5.1

I´ve got the same problem.
NEMS Platform....: Raspberry Pi 3
NEMS Version.....: 1.5 (Current Version is 1.5.1)
nems:~ $ sudo nems-upgrade
Running NEMS 1.5

Done.
There are no rolling upgrades to install.
So what shall we do?
