adding admin users for config changes

I am deploying NEMS Linux to monitor our Linux systems, utilising the VMware appliance.
My IT team has several admins that will need to access and modify the NEMS config.
how do we go about adding admin users
nb: I've added contacts, then added them to the admins group, and applied the update, but this didn't work as I required, I've added them as a user from the CLI and added them to the same groups as the original admin user
