Platform (Eg., RPi, XU4, A64+, OVA) : Raspberry Pi 3 A
NEMS Linux version (eg., 1.4.1, 1.5) : Raspbian GNU/Linux 10 (buster)
NEMS Build number (eg., Build 2, Build 6) : Not 100% sure. Just downloaded and install as of Aug 07/2020

I have a new install. Things seem to be working but I think I am missing the menu bar. How do I get the menu bar back and/or how can I run NConf, or SST without it.
From what I have seen there should be menu items after "Nagios Enterprise Monitoring Server" where on my screen it is blank.

Any ideas how this happened? Or how I can fix this?

You're looking at Cockpit. Close it, and instead visit the NEMS Dashboard (https://nems.local)
