In the host configurator form there is an item named Action URL just over half way down the screen. The drop down has no contents. I have looked in the docs but i cant find a reference to action URL. Could someone explain what this feature does and how to configure it.

Action url is probably disabled by Robbie. The version of nConf used in NEMS is a heavily customized version and may have no need for that feature. The last version of nConf by nConf.org was released in 2011 so this is keeping it alive. Just a thought.
