NEMS 1.3 is feature locked!

Can't wait to release!! During the 1.2.3 cycle I updated Migrator to work with 1.3, so it should already be ready for your upgrades.
I still have to finish up NEMS SST and finish integrating a few of the new check commands... and will probably add a few more samples... but otherwise NEMS 1.3 is pretty much ready to go!
